Set recovery phrase

How can I establish a recovery phrase? I’m unable to log in on a new device as I hadn’t previously set up a recovery phrase. I log in with Microsoft account.

Hi, if you didn’t set a recovery phrase during signup and can’t access your account on your current or previous device, unfortunately, you won’t be able to regain access. In this case, the only solution is to create a new account.

I can access in device A, but can not in device B. It is possiable to set a recovery phrase in device A?
